About the Program

A stable, prosperous, peaceful and resilient PNG is critical to Australia's interests. Australia is PNG's largest development partner, its main partner on economic and security issues.

The Australia PNG Subnational Program (APSP) is an enabling mechanism comprised of three separately designed programs including; Bougainville Partnership, Kokoda Initiative Partnership and South Fly Resilience Plan and Western Province Partnership. Each program has its own outcomes, theory of change, operational approach and separate monitoring and evaluation systems.

There are five high level objectives which span all programs:

  • Output one: Effective gender-centred programs delivered for Bougainville, Kokoda, and Western Province

  • Output two: Support DFAT to coordinate Australian inputs in selected subnational contexts.

  • Output three: Technical assistance targeted at key institutions and policy reforms.

  • Output four: Rapid programming of resources in support of DFAT priorities.

  • Output five and six: Analysis, learning, and adaptation.

Managed by Abt Associates under a single contract from 2022 to 2026, the centralised approach is aimed to ensure and drive value for money by realising back office efficiencies, ensure gender is consistently at the forefront of each program and deliver opportunities for learning and adaptation between programs.

About the Opportunity

The GEDSI and Safeguarding Lead is responsible for providing overarching management and operational support to advance gender equality, disability and social inclusion across/through the APSP.

The Lead will employ a gender-responsive and inclusive approach in all aspects of the role. The Lead will:

  • Lead development/update of GEDSI strategies across the program.

  • Support component Team Leaders to implement targeted and integrated activities to strengthen gender, disability, and social inclusion across the program.

  • Identify, develop, and manage new initiatives to strengthen disability inclusion across the program.

  • Lead safeguarding risk management processes across APSP and Abt PNG programs.

  • Prepare/assess technical GEDSI analysis to support program designs and monitoring, evaluation and learning frameworks.

  • Provide technical support to GEDSI and Safeguarding team across the APSP.

  • Be a part of and actively contribute to the APSP Executive Leadership team.

  • Collaborate with Abt Australia International Technical Practice Team, Abt PNG Community of Practice and GEDSI stakeholders in PNG to identify, collaborate with and leverage promising practices to advance GEDSI outcomes in PNG.

Specific Responsibilities

Provide technical advice and management support to the GEDSI and Safeguarding team to:

  • Support implementation of GEDSI Strategies across the APSP

  • Operationalise and implement Safeguarding Policy and Risk Management processes.

Gender Equality, Disability and Social Inclusion :

  • Lead, develop and support implementation of program GEDSI Strategies, ensuring alignment with relevant GoPNG and DFAT policy documents, to:

  • Strengthen women’s participation, leadership, economic empowerment, and security.

  • Improve participation of women, persons with disabilities and other vulnerable groups in program activities.

  • Serve as GEDSI representative on the APSP Internal Appraisal Group for selection of new activities or scaling of existing activities.

  • Work with the Performance, Learning and Communications team to

  • Identify gender outcomes, indicators, and measures of progress/evaluation for the MERLA Framework and Performance Assessment Framework.

  • Ensure appropriate collection and management of GEDSI data including sex, disability, and age disaggregated data to inform MERLA planning, learning, and reporting processes.

  • Ensure that GEDSI is integrated in APSP results management, research and analysis, and systematic learning tools and approaches.

  • Ensure GESI analysis is considered in program review and reflection processes across the APSP.

  • Lead/support GEDSI integration (principles, minimum standards, deliverables) in all program activities.

  • Work closely with senior staff across APSP to support effective delivery of GEDSI focussed activities.

  • Encourage recruitment, mentoring and professional development of female staff to develop leadership skills.

  • Build and foster productive relationships with external stakeholders, partners, and grantees.

  • Deliver high quality GEDSI analysis and reports for a range of audiences as required.

  • Lead APSP engagement in Abt PNG GEDSI Community of Practice and PNG GEDSI Roundtable to facilitate positive collaboration with key PNG GEDSI stakeholders.

Safeguards and Risk Management:

  • Lead development and implementation of Safeguarding risk management plan, ensuring compliance with DFAT’s Preventing Sexual Exploitation, Abuse and Harassment (PSEAH) and Child Protection Policies and minimum standards.

  • Conduct investigations of potential breaches of Safeguarding policies and lead response, in accordance with Abt and DFAT policies

  • Develop systems for senior management accountability for Safeguards.

  • Ensure compliance with DFAT Safeguard protocols and requirements including timely reporting and effective risk management.

  • Track, mitigate, manage, and report on operational, program and reputational risks.

  • Ensure compliance with operational systems, policies and processes whilst promoting value for money.

  • Any other duties as reasonably directed.

Specific Deliverables

The GEDSI Lead will be required to:

  • Development and accountability of the implementation of program GEDSI Strategies.

  • Management support to Team Leaders for the implementation of Component Program Gender Work Plans.

  • Management support to Team Leaders for the implementation of Component Program Disability Work Plans.

  • Development, implementation, and accountability of APSP Safeguarding policy, risk management procedures and incident management.

  • Manage development, operationalisation and reporting against the GEDSI strategy across the APSP programs.

Key working relationships

  • APSP Executive Leadership and Senior Management teams

  • Programs Teams (Bougainville, Kokoda Initiative, Western Province, SGIP), including Team Leaders and GEDSI and Safeguarding staff and focal points.

  • Performance, Learning and Communications team.

  • APSP program partners implementing principal and significant GEDSI focused initiatives.

  • Relevant AHC representatives.

  • Relevant GoPNG National and Provincial representatives.

  • External Stakeholders including but not limited to PNG Women Lead, CSOs, provincial non-state actors, Faith-based actors, female and male reform champions, and networks etc.

About You

For applications to be considered, a response to the key selection criteria below must be provided;

  • Tertiary qualifications in a related fields or disciplines such as education related international development, gender equality, disability, and social inclusion (GEDSI), diversity or community service, or project management.

  • Over 10 years’ experience in international development, humanitarian or governance sector programs is required. PNG or Pacific experience is highly desirable.

  • Demonstrated capacity to develop and implement excellent GEDSI practice across organisations and/or projects.

  • Experience in broad coordination and facilitation internally and capacity building to internal and external stakeholders in GEDSI.

  • Ability to positively apply inclusive and diversity initiatives on development assistance projects.

  • Excellent analytical and writing skills including the preparation of reports, briefs, and policy analysis for key stakeholder audiences.

  • Excellent interpersonal, negotiation and relationship management skills with proven results in collaborating with senior leaders, external stakeholders, and officials to achieve outcomes.
