State of Massachusetts Bureau Director, Health Care Safety & Quality in Marlborough, Massachusetts

The Bureau of Health Care Safety and Quality (BHCSQ), part of the Massachusetts Department of Public Health (DPH) is seeking a dynamic Director. As theBureau Director of Health Care Safety and Quality, you will lead the charge in ensuring the highest standards of health care oversight for Massachusetts residents. As the steward of our mission to promote, preserve, and protect public health, you will orchestrate the strategic direction of BHCSQ programs with precision and effectiveness. Your leadership will be pivotal in harmonizing efforts across divisions, optimizing resources, and fostering a culture of excellence within the bureau. In this role, you will spearhead interdisciplinary program planning, quality improvement initiatives, and policy development to uphold the integrity of health care services statewide. Your oversight will extend to critical areas such as health facility licensure, emergency medical services, and regulatory affairs, where your guidance will shape the landscape of health care delivery. Beyond operational excellence, you will serve as a trusted advisor to the Deputy Commissioner/CMO and Commissioner. Join us in shaping the future of health care in the Commonwealth, where your leadership will make a tangible difference in the lives of millions. /_Duties and Responsibilities (these duties are a general summary and not all inclusive)_//:/ * Direct and oversee the Bureau of Health Care Safety and Quality programs and services with efficiency and effectiveness. * Lead interdisciplinary program planning, development, integration, and policy setting processes. * Establish standards for program evaluation, performance management, quality improvement, and surveillance. * Collaborate with stakeholders to establish priority program objectives and annual plans. * Implement management controls and coordinate program tracking efforts for optimal outcomes. * Supervise the Division of Health Care Facility Licensure and Certification to ensure compliance with state and federal regulations. * Oversee the Office of Emergency Medical Services to promote a statewide community-based EMS system. * Supervise the Policy and Regulatory Affairs team in developing and implementing healthcare policies and regulations. * and the Division of Quality Improvement to drive performance and accountability initiatives. * Facilitate communication and collaboration with the Commissioner's Office and EOHHS on critical issues and initiatives. * Provide strategic advice to the Commissioner on program priorities, policies, and legislative matters. /__/ /_Preferred Qualifications_//:/ * Proficiency in state and federal health care safety and quality policies and programs * Understanding of the health and human service delivery system and regulatory frameworks. Expertise in program policy development, analysis, and evaluation. * Effective management of diverse and complex staffing structures. * Knowledgeable in business process improvement theory and implementation. * Ability to establish standards, conduct program evaluation, and manage performance. * Proficiency in interpreting and applying relevant laws, regulations, and policies, and the ability to communicate them effectively. * Excellent communication skills, including adeptness in media relations and delivering presentations before large audiences. * Commitment to advancing health equity and addressing health disparities. * Skilled in problem solving, consensus building, conflict resolution and team building. * Capability in developing and supporting effective strategies to cultivate a culture of equity, diversity, and inclusion. * Competent in effectively executing change management strategies. * Effective written and verbal communication and presentation skills. // // /_DPH Mission Statement_//:/ The mission of the Massachusetts Department of Public Health (DPH) is to prevent illness, injury, and premature death, to assure access to high-quality public health and health care services, and to promote wellness and health equity for all people in the Commonwealth.
