The Opportunity

The Global Proposal Director provides direction and oversight to a global team of proposal managers and coordinators leading proposals across multiple client accounts. You will set the standard for proposal development excellence, displaying a proven, sustained ability to create a high level of impact across all proposal management activities. You will drive awareness and adoption of proposal development best practices across the organization and contribute to innovating new company-wide approaches for proposal development.

As the Global Proposal Director in Abt’s Proposal Center of Excellence (PCOE), you play a critical role in defining the vision for the Proposal Management Team including setting the people path, deploying the team on our largest and most transformational opportunities, and support growing the business by delivering professional proposal development and management guidance, leadership, and resources across the enterprise. Collaborating across divisions and departments (e.g., contracts, subcontracts, pricing, legal, communications, client development), you will contribute to building a community and network across Abt focused on delivering proposal excellence.

Core Responsibilities

  • Set and execute functional strategy and the operational direction of the Proposal Management Team.

  • Establish and enforce PCOE operating policies and procedures.

  • Provide direction and oversight, deploying our staff of proposal managers and coordinators on all President’s List bids (Abt’s largest and most transformational opportunities).

  • Engage productively with senior leadership team members. Identify and resolve issues, gain consensus through effective communication, and collaborate successfully across the organization.

  • Model and provide guidance on industry best practice proposal development and writing processes. Provide ongoing coaching and mentoring of the Proposal Management Team.

  • Quickly assess requirements, identify potential challenges, and break down complex information into manageable components.

  • Lead end-to-end management of select critical, transformational proposals.

  • Flexible and adaptable to changes, able to adjust strategies and approaches as needed to meet evolving needs, and follow-through with thoughtful and decisive decision-making.

  • Leverage all available resources, including industry knowledge, templates, and past experiences, to build a team that delivers compliant, compelling, responsive and winning proposals.

What We Value

  • Bachelor’s Degree + 15 years of relevant experience, or Master’s Degree + 12 years of relevant experience.

  • 10+ years’ experience in developing proposals for US Government Federal Civilian clients.

  • Demonstrated experience interpreting a variety of US government contracting regulations and applying those requirements to final proposal submissions.

  • Experience working closely with a broad array of departments responsible for the administration of federal procurements (Accounting, Contracts, Division Operations, Legal, HR, etc.)

  • 5+ years’ experience in leadership/supervisory positions leading staff and teams responsible for understanding and applying a variety of regulations under deadlines.

  • Demonstrated experience in proposal management industry and best practices

  • Proven track record leading and winning complex and transformational proposals

  • APMP certification strongly preferred

  • An understanding of FAR strongly preferred

  • Experience bidding to USAID strongly preferred

This position offers an anticipated annual base salary range of $126,000 to $202,000 and may vary by ten percent depending on candidate geographic location.  Salary offers are made based on internal equity and market analysis.
