Minimum Qualifications NY HELPSThis title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).For the duration of the NY HELPS Program, this title maybe filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply. At this time, agencies may recruit and hire employees by making temporary appointments. In May 2024, if a temporary NY HELPS employee is satisfactorily performing in the position, the appointment will be changed from temporary pending Civil Service Commission Action to permanent non-competitive and the official probationary period will begin.At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.NON-COMPETITIVE MINIMUM QUALIFICATIONS:For Trainee 1, you must have:Either 1. A bachelor's or higher degree in accounting, auditing, or taxation; OR including or 2. A bachelor’s or higher degree with 24 semester credit hours in accounting, auditing, or taxation courses.For Trainee 2, in addition to meeting Trainee 1 qualifications you must also have:Either 1. One year of professional experience in accounting/auditing or financial internal or field auditing, where you were responsible for the full range of activities in the design and/or review, analysis and management of accounting systems, resulting in the preparation of, or recommendations on, financial statements in accord with generally accepted accounting principles; OR2. A master's or higher degree in accounting, auditing, or taxation.For the Full Performance Level you must also have:Either 1. Two years of professional experience in accounting/auditing or financial internal or field auditing, where you were responsible for the full range of activities in the design and/or review, analysis and management of accounting systems, resulting in the preparation of, or recommendations on, financial statements in accord with generally accepted accounting principles; OR2. A master's or higher degree in accounting, auditing, or taxation AND one year of professional experience in accounting/auditing or financial internal or field auditing, where you were responsible for the full range of activities in the design and/or review, analysis and management of accounting systems, resulting in the preparation of, or recommendations on, financial statements in accord with generally accepted accounting principles; OR3. A currently valid Certified Public Accountant license and registration issued by New York State.Experience NOT considered qualifying are activities restricted to teaching, bookkeeping, maintaining/auditing payroll records or accounts receivable/accounts payable, or preparing tax returns.COMPETITIVE QUALIFICATIONS: Reassignment - Currently in the title and an employee of DEC or Reinstatement Eligible - Previously held the title on a permanent competitive basis or held a title as indicated under the transfer eligible section on a permanent competitive basis. or Transfer Eligible - One year of permanent competitive service at Salary Grade 12 or higher and either: Eligible for transfer under Section 70.4: Must meet the open competitive minimum qualifications below; or Eligible for transfer under Section 70.1: Permanent competitive service as a Senior Accountant, Management Specialist 1, Senior Auditor, Accountant Aide, Auditor Trainee 1 & 2. For some titles you may also be required to have additional college credits in appropriate courses. Also any language parenthetic for the above titles. Additional titles which qualify can be found on the Department of Civil Service website, search "GOT-IT." 55-b/55-c Candidates must meet the open competitive minimum qualifications below and include with their resume or application, a copy of the letter from Civil Service which indicates approval for the 55-b/55-c program.Open competitive minimum qualifications (provided for 55b/c candidates and 70.4 transfer eligible): A bachelor's degree including or supplemented by 24 semester credit hours in accounting and/or auditing courses.

Duties Description The incumbent of this position will be responsible for various functions which support the financial operations of the Department’s environmental programs that may include:• Auditing, processing and reconciliation of vouchers and expense reports;• Ensuring payments are accounted for accurately in the Department’s financial system;• Issuing invoices and maintaining billing files;• Performing professional accounting supporting federal grant fiscal reporting and billing;• Supporting the Department’s transition from an internal financial system to the Statewide Financial System through training and development of procedural documentation; and • Monitoring compliance with applicable laws, rules, regulations, agency procedures, directives, and budgeting requirements. The position requires the ability to work effectively with a variety of stakeholders, including representatives of other Department program divisions and other State agencies. The incumbent must be highly organized, detail-oriented, and have the ability to prioritize and work independently.
